Medicare advisors, Medicare insurance agents, Medicare brokers and Health Insurance agents who specialize in Medicare are the many various terms used to describe a specific type of insurance agent- These agents can work for themselves or work for private companies that are under contract with Medicare to sell certain Medicare plans — Medicare Advantage plans and Medicare Part D also known as prescription drug plans. These agents do not, nor should not, claim to work for Medicare.

Many insurance agents may sell insurance plans besides Medicare. Other advisors may specialize in Medicare plans. 

Insurance agents also can be employed or have a contract to sell for a company exclusively or semi-exclusively - these are known as Captive agents.  A captive agent is a broker or agent who represents a single company or group of companies. Captive agents are required to sell plans from those companies only or give that company the first right of refusal before offering you other plans.       

A straightforward approach would be to look for a Medicare advisor who offers a variety of plans from different providers and another consideration is what type of insurance plans they offer.  For instance, when making your selection with Medicare you have a choice of keeping Original Medicare and supplementing that with a Medicare Supplement plan and then you can add other options coverages OR you can replace Original Medicare with a plan from a private company -- these plans are referred to as Medicare Advantage or Medicare Part C. Medicare advisors should be unbiased and weigh the pros and cons of various Medicare plans as they apply to your personal situation and not theirs. But at times, some insurance agents only choose to sell one type of plan over the other to keep their business simple. That is fine, but you may want to continue to investigate to learn all your options without a built-in bias.
